A Quick History of Deregulation
Beginning in the 1990s, the federal government acted to inject competition into markets for wholesale power production and bulk sales of electricity. At the same time, many states worked to end monopoly protections for retail sales of electricity and natural gas. Gradually, large competitive wholesale power markets overseen by large regional grid operators were enabled by federal regulation. Those successful competitive wholesale power markets and the introduction of energy restructuring of natural gas have provided a necessary foundation for successful competition at retail for electricity and natural gas.
As a result, today, energy consumers in 16 states and jurisdictions benefit from retail energy competition, while consumers in the remaining states still only have one option a monopoly utility provider when it comes to purchasing electricity and natural gas.

Reliant is one of the original incumbent electricity providers in Texas that was spun off from their generation assets when Texas deregulated their electricity market in 2002. They are one of the largest and most recognized electricity providers in Texas. Ameren is a large energy generation and retail company that services both Illinois and Missouri. How to Switch your Energy Supplier
Before Energy Choice, the local utility generated, sold, and delivered power to all their electricity customers within their service area. Under deregulation, Energy Choice gives customers the opportunity to shop for the energy supplier that meets their needs. So while the local utility still delivers the natural gas or electricity to their home, customers don't have to buy energy from them. They can choose the energy company that offers them the best deal.
Customers don't need to purchase any additional equipment to receive power from a retail electricity supplier. That's because your local utility is still responsible for the actual poles, wires, and control equipment that delivers power reliably to your home. So, if there is a power outage or a downed power line or any other similar problem, you still need to contact them.
